Chennai Corporation to impose fines up to ₹5 lakh for construction and demolition rule violations

Dumping construction and demolition (C&D) waste in public spaces can now attract fines from ₹1,000 to ₹5 lakh from Greater Chennai Corporation, depending on built-up area and nature of violation, with grace periods allowed for rectification.

According to a press release, construction sites over one acre or buildings taller than 70 metres must be barricaded with 10-metre sheets, while smaller sites require 6-metre barricades. All activities must use high-density fabric or green netting, and water spraying is mandatory during dust-generating tasks like drilling and cutting, the GCC regulations said.

Construction materials, excavated earth, and C&D waste should be stored on-site and covered with polyethylene sheets or tarpaulin. Waste must be transported in covered trays or dust chutes, properly segregated, and vehicles should not be overloaded or uncovered. Wheel washing before exit and regular cleaning of entry and exit points is required.

High-rise buildings must have CCTV surveillance and air pollution monitors.
