Noida: The Shaheed Vijay Singh Pathik (SVSP) Sports Complex in Greater Noida is set to get a major revamp, with plans underway to turn it into a world-class Centre of Excellence (CoE) for Sports. Spread across 38 acres, the complex will be developed into a high-performance hub to identify and train young sporting talent from across the state.
According to officials, the project's aim is to create a system that grooms athletes from the grassroots level and supports them with modern coaching, science, and infrastructure to compete at national and international levels. The centre will focus on "train to win" age groups and also support Khelo India athletes. In addition to elite training, it will also offer opportunities to underprivileged youth.
"The objective is to create a pathway for Uttar Pradesh state sportspersons to achieve success in national and international sporting events, including the Olympics, by adopting a system-driven, coach-led approach. There is an urgent need to nurture the critical mass in the best of environment leading to success at the elite level," a GNIDA official said.
The centre will offer specialised coaching by national and international coaches, with support staff including strength and conditioning experts, nutritionists, and high-performance directors. It will integrate sports science into everyday training, track athlete performance using technology, and offer rehab and injury management services.
"The Authority aims to achieve a perfect blend of scientific sports coaching, proper nutrition, and advanced performance tracking. This Centre will help athletes compete with the best in the world," said another GNIDA official.
The upcoming Centre of Excellence will be developed under a public-private partnership (PPP) model. A private entity will be selected to enter into a formal concession agreement with GNIDA to develop, operate, and maintain the Sports Complex. The project includes minimum development obligations such as a Sports Science Centre, athlete accommodation, rehabilitation zones, and high-performance training areas. These must be completed within 36 months from the date the agreement is signed.
"The selected bidder will need to invest Rs 100 to Rs 125 crore, although higher investments are welcome based on their business plan. If the bidder cannot fund it directly, tie-ups with corporates or CSR partners will be essential," said officials.
The private developer, or concessionaire, will also be responsible for marketing, promoting, and operating the facility during the 15-year concession period, which can be extended by 10 years subject to performance.
The complex is located next to the Alpha 1 metro station on the Aqua Line, and is well connected to the Yamuna Expressway and Noida Expressway. With the upcoming Noida International Airport in Jewar just 25 minutes away and Delhi's IGI Airport 57km away, the centre will offer excellent connectivity for both national and international sports delegations.
"The upcoming Jewar Airport will provide seamless connectivity to national and international destinations, making it easier for athletes and teams to travel to and from the Sports Complex," said a GNIDA official.
The existing complex already has infrastructure for sports such as cricket, badminton, athletics, swimming, as well as a gym, along with restaurants and retail spaces. The new facilities will build on this foundation to create a state-of-the-art training environment, officials said.
The private developer will have the exclusive right to collect revenue from activities such as coaching, tournaments, sponsorships, events, advertisements, retail outlets, food courts, and hall rentals. However, GNIDA will retain some oversight.
"The Authority will reserve the right to use the premises for up to 30 days a year for its own events, and members of the Sports Complex will be entitled to special discounts — 20% at restaurants and 25% on coaching services," said an official.
To kick off the process, GNIDA had invited Expressions of Interest from sports agencies in July 2024. The final project model was shaped after consultations with stakeholders.
"Only qualified sports institutions and agencies with a strong track record and solid financial backing will be considered," a senior official said.
The selection will be done through a single-stage online bidding process, with the annual concession fee being the key parameter. Request for Proposal (RFP) documents have been released. Queries can be submitted by May 13, with a pre-bid meeting scheduled the same day.
The deadline to submit bids is May 29, and technical bids will be opened on June 2. Financial bids will be opened soon after for shortlisted bidders, and the winning bidder will be issued a letter of award within 15 days.
