Probe ‘poor condition’ of Panchkula civil hospital: Haryana rights panel
Panchkula: Noting that "health is a basic human right of every citizen", the Haryana Human Rights Commission directed the additional chief secretary, health, Haryana, to appoint a senior officer to investigate the complaint about the poor condition of the Sector 6 civil hospital in Panchkula. The commission also requested a detailed report to be submitted before the next hearing.
In his complaint to the commission, SK Nayar, president of Panchkula Citizens Welfare Association, said that the general hospital Sector 6, Panchkula, has been in a dilapidated condition for the past few years. Following an inspection, he reported that the roofs of doctors' rooms and patient wards are leaking, and there is significant neglect in the regular maintenance of the building and its surroundings. Also, there is no proper place for garbage disposal, he said.
The hospital's toilets are in a very shabby state and are locked by the authorities, causing problems for patients and their attendants. During power supply failures, there is no light in the emergency ward, ICU, and maternity wards, causing significant inconvenience for patients. Necessary vaccinations, such as rabies, are also unavailable at this hospital, he also alleged in his complaint.
Security arrangements are inadequate, with five different entries to the hospital, and the CCTV cameras are not functioning properly.
The commission observed, "Right to Health is a basic human right, and maintaining cleanliness in government hospitals is critically important for patient safety, preventing the spread of infections, and ensuring a positive healing environment, impacting both patient and staff well-being. Keeping hospitals clean is a crucial patient safety issue, and not providing a clean surrounding in the hospital where crucial patients are present is a gross violation of human rights."
