BBMP to introduce first-in, first-out mechanism to end individual delays in e-khata system

To ensure speedy and orderly disposal of e-khatas, the Bruhat Bengaluru Mahanagara Palike (BBMP) will introduce the first-in, first-out (FIFO) mechanism in the website concerned. 

Oldest processed first

The FIFO approach prioritises the removal of the oldest applications first, reducing digital clutter and maintaining cybersecurity. Currently, e-khata applications are disposed of randomly based on the accuracy of the documents uploaded by the applicants to secure e-khata. While the civic body’s disposal deadline is two days, the present system does not address delays in individual applications.

Software developers are working with the BBMP for integrating code on the backend of the website for FIFO. Once this is done, the oldest application will be disposed of first.

For instance, among A, B, and C, if C has applied for e-khata first, A second, and B third, the system will issue khata for C first and then for A and later for B. FIFO code will be written in such a way that unless C’s khata application is not disposed of, A and B’s applications will not be taken up for processing.

BBMP Special Commissioner (Revenue) Munish Moudgil told The Hindu: “In about a week, the website will be integrated with FIFO. This is being done to end individual delays caused due to the present disposal system.”

How many so far

Mr. Moudgil said as of March 21, 2.8 lakh final e-khatas had been issued. A total of 2.95 lakh people have applied for e-khata.

The BBMP has digitised 23 lakh property records for the purpose of the e-khata system. On the other hand, the BBMP has issued over 3,000 provisional new khatas on a different dedicated website for properties which do not have the manual khata. There are roughly 5 lakh such properties in the city.
