Jaipur: In a major embarrassment for the state govt, the much-anticipated Rajasthan Coaching Centres (Regulation and Control) Bill, 2025, was sent to the select committee for review and consultations with stakeholders by the state assembly Monday. Following this, Speaker Vasudev Devnani adjourned the third session of the state assembly sine die.
This marks the third bill in the last 10 days to be referred to the committee, raising concerns about the govt's lack of preparedness in drafting the legislation. The other two bills facing similar setbacks are the Rajasthan Land Revenue (Amendment) Bill, 2024, and the Rajasthan Groundwater (Conservation and Management) Bill, 2024. The repeated deferrals have cast doubt on the govt's legislative efficiency.
The coaching centres bill came under sharp criticism from both ruling and opposition MLAs for failing to incorporate key provisions, including the age restriction of 16 years for enrolment — an essential aspect of the Union govt's Jan 2024 guidelines. Legislators from both sides argued that the bill contradicts central policies and lacks a clear regulatory framework.
Seven-time MLA and former minister Kalicharan Saraf warned that the passing of the bill in its current form could drive coaching institutes out of Rajasthan, impacting thousands of people dependent on them for livelihood.
