Chandigarh: The Punjab and Haryana high court has asked the Haryana govt to furnish details about the deputing of security personnel at the residences of retired police officers and bureaucrats.
A division bench comprising Chief Justice Sheel Nagu and Justice Sumeet Goel passed these orders while hearing a public interest litigation (PIL) filed by Nikhil Saraf and after examining the affidavit filed by the Haryana govt that contained some details about the deployment of police personnel in the personal security and at residences of politicians. The affidavit did not provide these details about similar deployment at the residences of retired bureaucrats and police officers.
In the PIL filed in 2019, the petitioner has raised the issue of deployment of constables at the residences of senior officials and politicians. It has been suggested that much-needed manpower should be released for policing and the force deployed with such persons be reassessed. The petitioner further sought directions for the optimum deployment of material and human resources.
Responding to the issue, the Punjab govt had earlier informed the HC that posting of constables at the residences of senior officials and politicians is continuously reviewed by the additional director general of police (ADGP) security. The security provided to other people is based on the threat perception and the security policy of the state, and is reviewed from time to time; maximum manpower is deployed for law and order, Punjab had submitted before the court.
The Haryana police had stated that deployment of constables at the residences of senior officials and politicians is done as per the norms of Jan 27, 2006, issued by the ADGP CID, Haryana, and cover is provided according to the threat perception reports from the concerned units.
The replies of both states were, however, silent on assigning of police personnel to retired officers.
