Gurgaon: Municipal Corporation of Manesar (MCM) faces further delays in hiring a dedicated solid waste management firm, with the wait now extending beyond 18 months.
The urban local bodies (ULB) department has directed MCM to cancel its existing door-to-door waste collection tender. The department has mandated splitting the tender into two separate components: one focusing on waste collection and another on processing activities. Since July 2023, following the expiration of the previous contract, the civic body was unable to secure a private entity for waste management operations.
Without a specialised waste management company, the collected waste remains untreated. Currently, the civic body maintains basic services by utilising its existing fleet of waste collection vehicles and available staff members, which remains a major challenge for it. According to officials from MCM, the ULB department has modified its model request for proposal (RFP) for state tenders.
Following these revisions, the corporation must develop a fresh proposal and submit it to the state govt for their review. Once the state authorities grant their approval, a new tender will be issued, which will require additional processing time. The new RFP extends the contract duration significantly, as the selected agency will receive a seven-year agreement, in contrast to the one-year term specified in the earlier tender.
"We will send the new proposal and estimate as per the revised RFP to the ULB for approval by Feb 10 and then we will wait for the approval to further float the tender. The new tender will now be for seven years as against the previous contract of one year. As a stop-gap arrangement, we have deployed tractor trolleys and sanitation staff for waste collection," a senior MCM official privy to the matter said.
"In compliance with the directions of the competent authority, you are hereby requested to cancel the tender previously floated for the said work. It is further requested that two separate tenders be prepared and floated as per the latest RFPs circulated by this office, with the following scope: a. Tender 1: Door-to-door collection, segregation and transportation of municipal solid waste up to the designated processing site. Tender 2: Processing of daily generated municipal solid waste, including the backlog accumulated since July 2023," the letter sent recently by the ULB department to the MCM read.
Following the termination of MCM's contract with a private company on July 13, 2023, doorstep waste collection remained unassigned. Subsequently, in Jan 2024, the Haryana urban local bodies department authorised Rs 15.14 crore for initiating tenders regarding door-to-door waste collection, segregation, and processing services in Manesar.
The MCM's jurisdiction — officially established by the state govt on Dec 24, 2020 — encompasses 29 revenue estates of villages surrounding Manesar, alongside newly developed sectors within these villages.
These sectors predominantly consist of condominiums, classified as bulk waste generators (BWGs). According to Solid Waste Management (SWM) rules, 2016, these establishments must install on-site composting facilities for wet waste and implement dry waste recycling systems. Consequently, the door-to-door waste collection service primarily serves the village residents.
