Kanpur: A property cards distribution programme under the Swamitva Scheme was conducted at Chhatrapati Shahuji Maharaj University's auditorium in Kanpur, with Kanpur Lok Sabha MP Ramesh Awasthi as the chief guest. The programme featured live telecasts of addresses of Prime Minister Narendra Modi and CM Yogi Adityanath, including the PM's interaction with five beneficiaries from various states.
MP Ramesh Awasthi highlighted that the Swamitva Scheme would distribute 5.8 million property cards across 50,000 villages in 240 districts, spanning 10 states and 2 union territories. He noted this as a significant achievement for rural India, unprecedented in previous administrations.
The Swamitva Scheme, initiated by the PM on April 24, 2020, during National Panchayati Raj Day, utilises drone and GIS technology to provide rural property owners with official rights documentation. The scheme, which stands for ‘Survey of Villages and Mapping with Improvised Technology in Village Areas', represents a collaborative effort between state departments and the central Panchayati Raj Ministry.
Property cards (gharouni) are issued to landowners following revenue department verification, without requiring applications. The initiative aims to facilitate farmer loans, establish land value, and secure property rights through modern technological methods. The programme targets 662,000 villages from 2021 to 2025, offering urban-equivalent facilities to rural areas, online land records, and enhanced financial opportunities through land collateralisation.
The implementation involves detailed drone surveys, house geo-tagging, and unique identification assignments, helping reduce land disputes and support gram panchayat development planning. In Kanpur district, the distribution details were:
Bilhaur tehsil: 16,757 cards across 109 revenue villages
Ghatampur tehsil: 10,151 cards across 43 revenue villages
Sadar tehsil: 4,279 cards across 19 revenue villages
Narwal tehsil: 19,673 cards across 67 revenue villages
Total: 50,860 cards distributed across 238 revenue villages. The event concluded with the MP leading pledges for cleanliness and de-addiction, attended by District Panchayat President Swapnil Varun, MLA Surendra Maithani, Divisional Commissioner Vijendra Pandian, and other officials.
