Thiruvananthapuram: The state govt has signed an agreement for a project to establish an aquarium and marine biological museum in Kollam. The agreement was signed by managing director of the state coastal development corporation Sheikh Pareeth and the transaction advisor for the project managing partner of Ernst & Young Satyam Shivam Sundaram. Finance minister K N Balagopal was also present at the occasion.
The project, aimed at promoting marine science research and awareness, is set to become the state's first major initiative of its kind. The project, valued at Rs 300 crore, will be implemented through a public-private partnership. An initial allocation of Rs 10 crore was made for preliminary activities as announced in the state budget.
Balagopal said that the project would serve as a revolutionary step in promoting the state's coastal and rich plant biodiversity in a scientific and cultural manner. The project is designed to focus on key areas such as the conservation of marine biodiversity, promotion of scientific studies, environmental protection, tourism development, cultural heritage preservation, and public participation. Enhancing the state's economic condition through tourism promotion is also one of the primary objectives of this project, the minister added.
The aquarium will function as an educational centre explaining the complex scientific mysteries of marine heritage. The project envisions fish pavilions, touch tanks, theme galleries, a tunnel aquarium, amphitheatre, souvenir shops, multimedia theatre, marine biological lab, display zone, and cafeteria. It will also open a study centre for school and college students, as well as researchers.
The state coastal development corporation is the nodal agency for the project implementation. Ernst & Young will act as the transaction advisor responsible for site suitability assessment, detailed model study, preparation of detailed project reports, selection of concessionaire, and providing technical assistance until project completion. The selection was made through a competitive tender process. The aim is to complete procedural formalities and commence project execution activities as soon as possible.
