Lucknow: The Lucknow zonal office of the directorate of enforcement (ED) has provisionally attached one immovable asset in the form of a residential plot worth Rs 30 lakh in Lucknow and three movable properties in the form of insurance policies worth Rs 38.47 lakh, totaling approximately Rs 68.47 lakh, belonging to Brahma Prakash Singh, his son Siddhartha Singh, Govind Sharan Srivastav and Kumar Kartikey, son of Govind Sharan Srivastava. This is in relation to irregularities in the procurement of medical equipment under the Janani Suraksha Yojana (NRHM fund) by officials of UP Shram Evam Nirman Sahkari Sangh under the provisions of the prevention of money laundering Act (PMLA), 2002.
The ED initiated an investigation based on an FIR registered by CBI, STF, New Delhi, under various sections of IPC, 1860.
The ED investigation revealed that, as per the chargesheet filed by the CBI, Brahm Prakash Singh as the then managing director of UP Shram Evam Nirman Sahkari Sangh was responsible for the overall control and supervision of the organisation. He was the custodian of the amount received by UP Shram Evam Nirman Sehkari Sangh. The task of accreditation work under the Janani Suraksha Yojana was given to Govind Sharan Srivastava, the then chief engineer. Both were found to be involved in procurement-related irregularities and received undue benefits from the suppliers.
The total proceeds of crime (POC) amount to Rs 2.29 crore in this case, where properties worth approximately Rs 68.47 lakh have been attached on Dec 6.
