The captioned tender was published on RBI website on November 25, 2024. As scheduled, the Pre-Bid meeting for the captioned tender was held on December 05, 2024 at 11:00 AM in the Conference Room, 2nd Floor, Reserve Bank of India, Bhubaneswar. The meeting was attended by the following persons:

2. The clarifications given by the Bank vis-à-vis the queries raised by the intending bidders in the meeting are as follows:

1. Bhubaneswar comes under which area zone for calculation of minimum wages as classified by Ministry of Labour & Employment? Intending bidders were advised to refer to Page 80 of the tender document wherein it has been mentioned that Bhubaneswar comes under “B” area as per the classification by Ministry of Labour & Employment notification No.1/13(7)/2016-LS-II dated March 31, 2016.
2. Whether Basic, HRA, Gratuity as mentioned in Page 45 of the document should be given to the worker? The intending bidders were advised to treat the table in Page 45 of the tender document as a sample salary slip only for submission of bills to the Bank as a documentary proof of payment to the workers. Wages to the workers may be paid as per Sl. No. 1 of the Table 1 of Price Quotation for Financial Bid (Page No 78 of tender document).
3. What are the benefits to be given to the workers who are not eligible for ESI for any accident/injury at the workplace? The intending bidders were advised to refer the Insurance Section (Para 42 of Part I Section VI: Terms, Conditions & General Instructions) of the tender document, wherein it is mentioned that, the successful bidder has to undertake the following insurance policies for all its workmen.

a) Contractor’s All Risk Policy for the full Contract Value for the entire Contract Period
b) Workmen Compensation Policy for all workmen deployed at site
c) Third Party Liability Policy as per following details:

(i) For injury to persons – ₹2 Lakh per person per accident
(ii) For damage to property – ₹5 Lakh per accident
4. Wage calculation in Financial/Price bid will be on the basis of 365 days annually or 30 days monthly? In Table 1 of Part II-Financial/Price Bid (page 78), the wage calculation is on the basis of 365 days. However, in Point 3 of Instructions and Conditions of Part II-Financial/Price Bid (age 80), it has been written as “The rates may be quoted for 30 days in financial bid above”. The intending bidders were advised to quote the rate for 365 days as per Table 1 of Part II-Financial/Price Bid of the tender document as available on MSTC portal.
5. Can the manpower be changed? Yes, the manpower can be changed by the agency during the contract. The agency must inform the Bank about change in manpower without fail in terms of para 46(vi) of Part-I, Section-VI (Terms, Conditions & General Instructions) of the tender document. It was further clarified that, the agency will solely be responsible for any action of its employees inside & outside the area of operation. The Bank has no responsibility for any outcomes emanating due to action of the employees of the agency.

4. All above points are noted and agreed by the bidders.

  1. These minutes of pre-bid meeting shall form the part of tender document/Agreement.

  2. Rest of the terms and conditions and specifications of the tender document shall continue to remain same.

  3. The above amendments/ clarifications are issued for the information for all the intending bidders.

  4. The submission of bid by the firm shall be construed to be in conformity to the bid document and amendments/ clarifications given above.
