Vadodara: The additional Vadodara district consumer disputes redressal commission absolved the Regional Transport Office (RTO) but fined an RTO agent Rs 5,000 for charging Rs 360 extra to install high-security registration plates (HSRPs) on a two-wheeler, calling it an unfair trade practice.
It also ordered the agent to pay Rs 3,000 towards the complainant's legal costs, as well as returning the Rs 360 with 9% interest.
Arvind Trivedi, an advocate from Vadodara, in 2019 sued the regional transport office (RTO), the manager of a two-wheeler showroom and the agent, Qutubuddin, for charging him Rs 360 extra.
The complainant told the court that according to the new rules, he went to the agent to get HSRPs installed in 2018. When he asked for a receipt, the agent didn't provide one. Trivedi said he was compelled to pay the agent Rs 500, after which he filed the complaint.
The RTO argued that it had no idea Trivedi had been overcharged and if the agent took extra money from Trivedi, he could have filed a complaint in the RTO. The showroom management and the RTO agent didn't reply to the forum's notices.
The consumer forum, chaired by R L Thakkar, observed that Trivedi had been charged Rs 360 extra, which was more than the fee and added that it caused mental agony to the complainant. The forum ordered Qutubuddin to return Rs 360 to Trivedi with 9% interest in 30 days, pay Rs 5,000 for causing mental harassment and Rs 3,000 towards legal costs.
The forum cancelled the complaints against the RTO and the showroom.
