Patna: On the first day of the winter session of the Bihar legislative council on Monday, a proposal for a supplementary budget of Rs 32,505 crore was tabled in the House. Meanwhile, chairman Awadhesh Narain Singh, while addressing the members on the first day, praised the efforts of the central and state govts in the development of Bihar.
Singh particularly talked about the AIIMS-Darbhanga, saying its foundation was laid by PM Narendra Modi in the presence of CM Nitish Kumar, which indicates that the PM, as per the CM's emotion, shows interest in the development of Bihar.

He also mentioned the recent Janjatiya Gaurav Diwas, celebrated to commemorate the 150th birth anniversary of tribal leader Birsa Bhagwan Birsa Munda in Jamui, in which PM Modi inaugurated and laid the foundation for various schemes worth Rs 6,600 crore.
He also praised the establishment of the Bihar State Sports Academy and the hosting of the women's hockey Asian Champions Trophy in Rajgir, saying these have boosted sports activities in Bihar and congratulated Team India for its victory.
Singh also talked about the increase in the minimum support price to be given to the farmers and the increase in the procurement of paddy to help farmers, apart from the voluminous increase in fish production in the state, which he said was 8.73 lakh metric tonnes. He also praised the newly inaugurated Bapu Tower in Gardanibagh in Patna, saying it was the first of its kind in the country and will prove a milestone in the field of art and culture.
Meanwhile, compliance with the suspension of RJD MLC Qari Sohaib for two days of the working session of the Bihar legislative council became effective from Monday. Disciplinary actions were taken against two RJD leaders, Sohaib and former MLC Sunil Singh, over derogatory comments and mimicking Nitish in the House. The decision was taken by the ethics committee of the Upper House, which was then passed by a voice vote in the House on the last day of the monsoon session. While Singh was expelled, Sohaib was barred from attending two working sessions. Sohaib will remain suspended even on Tuesday.
