Bhubaneswar: Revenue and disaster management minister Suresh Pujari said on Wednesday the state govt will introduce a major reform by creating a smart surveillance system in sub-registrar offices to bring transparency in the sale or purchase of land.
All sub-registrar offices (SROs) will come under CCTV surveillance, and a senior officer will monitor the activities at these offices digitally. People will be encouraged to submit their feedback at the offices after completing their work. The collector will review the feedback by the end of every month.
The minister said that six CCTV cameras will be installed in each district sub-registrar (DSR) and sub-registrar offices. These cameras will be placed in the chamber of DSR or SRO, the employees' working area, the e-registration place and the waiting lobby.
Office of the Inspector General of Registration (IGR) will continuously monitor the CCTV cameras. If the IGR finds any discrepancy in any DSR or SRO, the office can connect through videoconferencing immediately and advise or solve the problems.
"This will help maintain transparency in the DSR offices and SROs. Our department has taken another step to ensure transparency in these offices by seeking feedback. People can even send their suggestions, complaints and queries via SMS to the IGR's office," said the minister.
Pujari claimed the system created in the DSR and SR offices will be the first of its kind in the country. "We are going to replicate the smart surveillance system in other offices of the department," he added.
He said the govt wants to help people by creating a simple, hassle-free and corruption-free environment in the offices. "We will provide them with the best service by implementing new facilities. I appeal to the people of the state to fill out the feedback form at SR and DSR offices for further improvement in services," he added.
Odisha has 217 sub-registrar offices and 30 DSR offices. "We are going to increase the number to 320. We will open sub-registrar offices in each tehsil for the convenience of people," he added.
