The US harmonised tariff schedule (HTS) has been modified to quantitatively restrict import of fine denier polyester staple fibre (PSF).

President Joe Biden recently submitted documents to the Congress that describe the safeguard action.

Import of fine denier PSF that are the product of Australia, Canada, the Dominican Republic-Central America-United States Free Trade Agreement (CAFTA-DR) countries, Caribbean Basin Economic Recovery Act (CBERA) beneficiary countries and territories, Colombia, Israel, Mexico, Panama, Peru and Singapore shall be excluded from the safeguard measure established in this proclamation, and such imports shall not be counted toward the quantitative restriction.

Barring exceptions, imports of fine denier PSF produced in developing countries shall be excluded from the safeguard measure in this proclamation, a White House release said.
