Ahmedabad: Gujarat University recently introduced a new rule requiring its affiliated BEd and MEd colleges to submit an affidavit to obtain a performance appraisal report (PAR) certificate. This sudden directive has caused widespread discontent among the colleges, many of whom have already submitted the necessary documents, including the affidavit. Colleges are now demanding the timely issuance of these certificates, which are crucial for maintaining affiliation with the National Council for Teacher Education (NCTE).
Typically, affiliation with BEd and MEd colleges is based on annual inspections by the local inquiry committee (LIC). However, this year, the NCTE has set a Nov 10 deadline for colleges to submit their PAR certificates. The university's new rule, coupled with the impending Diwali vacation, has raised concerns about potential delays in the certificate issuance process.
Amidst the controversy, the university suddenly implemented a new rule requiring each college administrator to submit an affidavit on a Rs 300 stamp paper. Administrators complied with the university's order but questioned who would be responsible if any college fails to receive the performance certificate due to the university's delay, given the impending Diwali vacation and the council's tight deadline.
