Panaji: Chief minister Pramod Sawant inaugurated the ‘Lighthouse Project’ on Tuesday in Panaji, which aims to tackle key waste management issues in Mapusa and promote a circular economy.
Mondelez India, in collaboration with the Goa State Pollution Control Board (GSPCB) and Mapusa Municipal Council (MMC), will redirect 1,000 tonnes of plastic waste in Mapusa through this project, establishing a framework for plastics circularity.

The initiative will upgrade the existing material recovery facility (MRF) to a smart MRF, digitalise waste management, and enhance transparency and traceability. Over the next five years, the project aims to make the MRF a profitable enterprise by stabilising operations, creating market linkages for recycled materials, and improving efficiency through digital innovation.
The project will also focus on driving behavioural change through awareness campaigns and sensitisation efforts, reaching over 50,000 residents and formal and informal sanitation workers. As part of the project, over 120 Safai Mitras working in waste management at Mapusa will be socially included through these initiatives.
The lighthouse project also includes community-driven activities such as clean-ups and material collection drives to engage the public in environmental conservation efforts. The objective is for MMC to serve as a lighthouse for other municipalities, providing a scalable model for them to adopt. On the occasion, Sawant unveiled a symbolic artwork installation of ‘the fisherman casting net’ made with 100% recycled plastic.
