Dharavi SPV owes 5,000cr premium to BMC: Aaditya
Mumbai: Shiv Sena (UBT) MLA Aaditya Thackeray on Monday alleged that premiums worth Rs 5,000 crore were due from Dharavi Redevelopment Project Pvt Ltd (DRP) to BMC as the civic body owned around 70% of the land in Dharavi. Thackeray said he has written to municipal commissioner Bhushan Gagrani to ask if BMC had sought this Rs 5,000 crore from DRP. Thackeray asked Gagrani to disclose the total amount of premiums due to BMC from DRP and whether the civic body has raised any demand note to recover these premiums from DRP.
Thackeray said as per records, it is clear that 70% of the land in DRP is owned by BMC.

"As per Development Control Rules (DCR) 2034, the BMC is to get 25% of land premium based on the Ready Reckoner Rate (RRR) and 70% of the net premium for this project. On the basis of some basic calculations, the total amount that the BMC must get from Dharavi Redevelopment Project Pvt Ltd in lieu of land premium and net premium is approximately Rs 5,000 crores. DRP is a Public Private Partnership (PPP) project and not being executed by any public authority, but a lead partner—a private company with a 51% stake. So any decision to exempt Dharavi Redevelopment Project Pvt Ltd from paying premiums to the BMC is highly unfair to Mumbai. The lead company has asked for more than 1,060 acres of land across Mumbai, free of cost, from which it will earn revenue, but the BMC will own the burden of providing electricity and water," Thackeray said in his letter.
In a post on X, Thackeray said, "I am awaiting the BMC commissioner's reply to my query. I had asked whether the BMC had opposed the Dharavi Project's refusal to give more than Rs 5,000 crores to the BMC, that it rightfully deserved as premiums. Currently, the Special Purpose Vehicle (SPV) (which includes Adani Group and DRP) will pay this amount to DRP/SRA, virtually to self. Why? Who authorised the unelected administrator to give up BMC's rights over 70% of the land it owns in Dharavi? Who authorised the BMC administrator to let go of Rs 5,000 crores of revenue?"
"The illegal CM Shinde has been singlehandedly responsible for the loot of Maharashtra...," Thackeray said in his post.
