PS5/PS5 Pro or a regular gaming PC with 7800x3d/4070 Ti Super?

As stupid as it sounds but here it goes.

I already own a PC with 7800x3d/4070 ti Super. This was primarily for my elder brother for playing some FPS games and a little work here and there.
With the new PS5 Pro he is planning to buy a console preferably PS5/PRO and buy a 40/50" 4K TV to pair it with. My question is, will he get a 60FPS or more when in performance mode out of the console? I really doubt it will but I could be wrong.

Second question is, can we get a PC connected to TV and get some controllers and whatnot and mimic the console gaming? He just wants a bigger screen (he doesn't have a big desk to accommodate a monitor) and a controller instead of keyboard to play games.
