Redgranite Police Department to install Police Security Trailer at Quarry

The trailer, which will be set on a cement pad, with a fence installation surrounding it, has two solar panels and two cameras that will provide quarry surveillance.  Officers can remotely see activity from the police department office and from their cell phones.

The Redgranite Village Board approved the installation of a Police Security Trailer at the quarry during their June 17 meeting. The trailer, which was purchased with a $31,000 Small Community Grant from the U.S. Department of Agriculture, is to be installed near the end of June or early July. It will be installed near the entrance to Quarry Park.
The trailer has two solar panels and two security cameras that can record quarry activity, which can be seen from the Police Department office and from police cell phones. The cameras are able to move and scope out various areas of the park and activity taking place in those areas. Chief Tarr said that the trailer will provide remote quarry surveillance for the officers/village.
Chief Tarr also told the board that there will be a cement pad for the trailer, with a fence around it, and a cement pad for two porta-potties and a cement container where picnickers can safely dump charcoal that was used in the park.
Ehlers Public Finance Director, Jon Cameron, attended the meeting to present a 2024 Preliminary Financing Plan for the board’s consideration. The village has identified borrowing needs for 2024 projects, including a fire truck and a Public Works garage; the combination of the costs for both is approximately $700,000.
Previously, the board investigated interest rates from area banks, with the best interest rate received from Farmers Merchant Bank. Cameron noted that the interest rate quoted by Farmers Merchant Bank was “extremely attractive” and encouraged the board to move forward with the financing, although Farmers Merchant Bank needs to be re-contacted to see if the interest rate is still the same or close to the same. Village President Jim Erdmann told Cameron that there is an upcoming budget meeting on July 10 and will be discussed at that time.
In his monthly report, Public Works Lead, Jim Fredrick, told the board that the roof of the Veterans Park shelter is badly in need of replacement. This led to further discussion of repairs that are needed at the shelter, as well as some at the Willow Creek Park shelter. After much discussion, the board approved a $10,000 roof replacement at the Veterans Park shelter, by SPS Roofing Systems. The board approved ARPA funds be used for the roof replacement and for other parks repairs. The board also approved Phelps Construction LLC for concrete repair at Veterans Park and Willow Creek Park, as well as concrete construction for sidewalks on Thackery Street.
The board approved three individual requests by village residents to be allowed to have three dogs. One of the residents suggested that the village consider changing their dog ordinance from allowing two dogs to allowing three dogs. According to the resident, various area towns/cities have ordinances that allow three dogs. President Erdmann said this will be discussed at the next Ordinance Committee meeting.
In other business, the board approved:
*Resolution 2024-03 for the Annual Compliance Maintenance Annual Report (CMAR) for the Redgranite wastewater treatment facility. This “annual report card” is required by the state of Wisconsin each year. The village had a successful report.
*The purchase of Axis Body Cameras, docking station mounts, and redaction software storage from Advatech in the amount of $14, 247.10. Police Chief Kyle Tarr told the board that he applied for a $10,000 grant and plans to use prison revenues to cover the costs of the purchases.
*Police Department’s Policy for Use of Bola Wrap. Police Chief Tarr explained that the Bola Wrap is a hand-held remote restraint device that discharges an eight-foot bola style Kevlar tether designed to entangle an individual’s movement within an optimal range of 10-25 feet. It is intended to immobilize and assist in controlling resistive/non-compliant persons, suspected mental health subjects that do not have the abilities to understand or follow instructions due to a mental health crisis. The Bola Wrap is also intended to assist in controlling violent or potentially violent individuals. The policy states that the Bola Wrap is not a pain compliance device and shall not be used to inflict punishment or pain to torment anyone. The policy includes a reporting form that must be completed if an officer deploys the use of a Bola Wrap.
*A quote from B&M Technical Service, Inc. for a replacement pump for the lift station, for a cost of $6,456. This includes installation, startup, testing and training, and two technicians. Funds will be used from the capital replacement fund.
*A quote for the repair of the dump box on the orange utility truck, in the amount of $6,500.
*A quote for ditch cleaning between Main St. and Horne St., in the amount of $1,800.
*An estimate from TN Land Surveying LLC to survey the Redgranite Quarry and the abutting parcels in order to produce a Certified Survey Map to combine parcels and to denote the property boundaries for a cost of $800-$1,500. The work could possibly begin in July or early August of this year.
*A budget review meeting date of Wednesday, July 10 at 6 p.m.
*The hiring of Christa Erdmann for the full-time Deputy Clerk position, effective Monday, June 24.
*Mary Woiak as the Village Representative for the Library Board.
*Annual applications for liquor, beer, and wine licenses, cigarettes and vaping devices, and operator’s licenses, effective July 1, 2024 through June 30, 2025.
*The attendance of the Village Clerk and Deputy Clerk at the Wisconsin Municipal Clerk’s Association (WMCA) Annual Conference August 28-30, registration cost to be announced. The conference will be held in Madison. President Erdmann commented that he has attended this conference in the past and found it very informative and encouraged their attendance at the conference.
The next regular Redgranite Village Board meeting is scheduled for Monday, July 15, at 6:30 p.m. at the village municipal building.
