An independent investigation has concluded that a former top adviser to D.C. Mayor Muriel E. Bowser (D) who resigned last year after he was accused of sexual harassment by two female employees made “unwanted sexual advances” toward a third staffer, according to a copy of the confidential report obtained by The Washington Post.
