Budget 41-50k Need PC for Multimedia and Animation Student

Hi.. I'm Looking to buy PC for my sister. She is a Multimedia and animation student. She is already using a laptop. But it is not handling animations and video rendering. So, looking to buy a PC for her. I'm not sure about the budget. The software she uses at present are autodesk Maya, Adobe after affects, blender and photoshop. Please suggest a PC for her requirements. Thanks

Just for your reference, I have had Intel i5 - 2nd Generation PC with 16GB DDR3 RAM but it won't able to run/load Photoshop & BlueStack. At that time I add basic entry-level GPU and all starts working OK.
 
I would suggest looking at the Recommended (not Minimum) System Requirements for each of those Softwares first. They should be documented on their sites.
Out of all select the one with the highest requirements; that will be your starting point.
Also Pugetsystems do a great job of suggesting hardware for content creation based on specific workloads -

Click on the Software platform and then click on Hardware Recommendations. Eg. for Blender -
They do extensive benchmarking for content creation so I would trust their reco.
But you will need to factor in your budget.
