Goa RoC decentralizes powers to expedite decision-making

The Registrar of Cooperative Societies in Margao, Goa, has decentralized powers to expedite decision-making. Deputy registrars, assistant registrars, and special auditors now hold autonomous authority within their jurisdictions, media reports say.

Assistant registrars are urged to resolve cooperative society issues locally, per Section 123 B of the Goa Cooperative Societies Act, 2001, bypassing the registrar’s office. Special auditors and cooperative officers can reconstitute or deregister societies under specific conditions.

Despite this decentralization, the registrar retains control over functions like seizing records and constituting auditor panels. Registrar Arvind Bugde stresses collaboration among officers for prompt resolution, setting a strict 15-day timeline for necessary interventions.
