Under stricter noise norms, time curb on firecrackers

The state government has revised the action plan to control noise pollution to ensure stricter compliance, which includes timelines for bursting firecrackers during festivals, as per the directives of the
Supreme Court.

Additionally, the Goa State Pollution Control Board (GSPCB) has been tasked with carrying out noise level mapping along with police officials after identifying locations in different zones. Based on the mapping, remedial measures will be suggested to curb noise levels exceeding permissible limits.

The state government on Friday notified the Revised State Action Plan for Control of Noise Pollution. It supersedes the previous notification from January 2022 and aims to streamline the process of noise monitoring and mapping, while ensuring strict compliance with prescribed standards.

As per the notification issued by the Department of Environment and Climate Change, various authorities, including the District Magistrates, Police Commissioners, and the Goa State Pollution Control Board (GSPCB), have been designated to implement and enforce the provisions of the Noise Pollution (Regulation and Control) Rules, 2000.

 A comprehensive procedure has been outlined for granting permissions for the use of loud speakers, public address systems, and sound amplifiers in open areas and venues. Permanent and temporary venues will require separate permissions from designated authorities. However, no permission is required for functions and events having less than 100 persons, private functions within residential premises, and community religious functions.

The plan outlines protocols for effective monitoring of noise levels during events and functions. Stringent action, including levying of compensation, will be taken against violators as per the scale prescribed by the Central Pollution Control Board (CPCB).  

 The Transport Department has been directed to ensure compliance with noise standards for vehicle horns and audio systems. Strict action, including cancellation of permits and seizure of equipment, has been proposed for repeat offenders.

Strict timelines have been specified for bursting firecrackers during festivals like Diwali, Guru Purnima, New Year, and Christmas, as per the directives of the Supreme Court.

The Revised Action Plan has been welcomed by environmental activists and citizen groups who have been demanding stronger measures to curb noise pollution in the state. However, some stakeholders from the hospitality and event management industries have raised concerns about the stringent regulations and the potential impact on their businesses.
