    Administration terminates four employees including a doctor and police constable for ‘anti-national’ activities in Kashmir

    The Jammu and Kashmir administration fired four officials, alleging ties to terrorism. Among them were an Assistant Professor, Constable, Laboratory bearer, and Teacher. Over 50 dismissals in three years cite involvement in supporting terror outfits, financing terrorism, and promoting separatist agendas, invoking Article 311 (2)(c) of India's Constitution.

    The Jammu and Kashmir administration on Wednesday terminated the services of four government employees including a doctor, who heads a faction of Doctors Association of Kashmir and a J&K police constable for their alleged involvement in

    The termination employees were identified as Dr Nisar ul Hassan, associate professor, medicine, at Government Medical College in Srinagar, Abdul Majid Bhat, a constable with J&K police, Farooq Ahmad Mir, a teacher with the education department and Ghulam Muhammad Rather, a laboratory bearer in the higher education department.

    Interestingly, the termination order of Dr Nisar ul Hassan was issued on the same day by the General Administration Department, when his parent department of Health and Medical Education issued his promotion order as an Associate Professor.

    The orders issued by the administration stated that Lieutenant Governor of J&K Manoj Sinha was satisfied that after considering the facts and circumstances of the case and on the basis of the information available that their activities are such as to warrant their dismissal from service under Article 311 (2) (c) as the activities of these employees warrant their dismissal from services, without any enquiry.

    As many as 56 government employees' services have been terminated after the J&K administration in 2021 constituted a Task Force, to scrutinise government employees suspected of activities requiring action under Article 311(2)(c) of the Constitution. This provision states that retention of a person in public service, if prejudicial to the security of the state, can be terminated without recourse to normal inquiry. This law was extended to J&K after abrogation of its special status on August 5, 2019.
