Parliament Special Session News LIVE: Law Min Arjun Ram Meghwal tables Women's Reservation Bill in Rajya Sabha
Parliament Special Session News Live: Union Law Minister tabled the Women's Reservation Bill in Rajya Sabha on Thursday.

On passage of the Women's Reservation Bill in Lok Sabha, Pm Narendra Modi thanked everyone who helped to do so.

On Wednesday, the Lok Sabha passed a bill with overwhelming support, granting one-third of its seats to women in both the Lok Sabha and state assemblies. This decision came after an eight-hour debate involving 60 members, resulting in 454 members voting in favor of the Constitution (128th Amendment) Bill, with only two members opposing it. Notably, Prime Minister Narendra Modi was present during the voting, marking it as the first bill passed in the new Parliament building.

The debate was spirited, with former Congress president Sonia Gandhi advocating for the inclusion of Other Backward Classes (OBC) women in the proposed law. She emphasized that any delay in implementing this reservation would constitute a grave injustice to women.

Intervening in the discussion, Home Minister Amit Shah dismissed concerns about the delay and assured that the next government would initiate a census and delimitation process shortly after the upcoming elections, paving the way for the realization of women's reservation. Shah hinted that this could become a reality after 2029.

Shah countered opposition claims by emphasizing that the BJP had provided substantial representation to the OBC community. He revealed that nearly 29 percent of BJP MPs, 29 Union ministers, and over 27 percent of its MLAs came from the OBC category, with more than 40 percent of its MLCs belonging to OBCs.

During the debate, various political parties attempted to take credit for the women's reservation, with Sonia Gandhi highlighting her late husband's efforts in 1989, and BJP members mentioning former Prime Minister Atal Bihari Vajpayee's previous attempts to pass similar bills, which were met with opposition in the House.

Prime Minister Modi expressed his delight at the bill's passage and thanked MPs from all parties for their support. He referred to the legislation as a historic move that would further empower women and enhance their participation in the political process.

Why are they delaying it so much. It could have been implemented immediately. Why do we need to wait till 2024?... What's the problem, it should have been done immediately. It (census) was happening every ten years. It started in 1931, and this is the first time that it has been delayed. It is not good...But this (Women's Reservation) thing is nice, there will be some delay in the implementation but it will be good for women whenever it gets implemented.

Parliament Special Session News LIVE: RSP MP NK Premachandran speaks on Women's Reservation Bill

RSP MP NK Premachandran on Thursday confirmed his support for the Women's Reservation Bill. He said, "We all support the bill. There are some reservations regarding the implementation... If the government has the political will to implement it, this is not the way to bring the bill to the House. This will be applicable only after the census and the delimitation. Delimitation will happen only in 2026 because Parliament has passed the law extending the date... Maybe this act will come into action in 2031... What was the need of the special session, this could be done in the winter session... Nothing is transparent, everything is opaque... The bill came on the website when the minister was introducing the bill... Everything is done in an anti-democratic manner with ulterior political gains... This would be an electoral slogan in 2024 to attract women of the country."
    10:52:28 AM IST, 21 September 2023

"They did this in such a haste, in a special session. There was so much haste that it seemed that they could have done it in December (Winter Session). Even if they did it then, the outcome would have been the same...We are supporting it strongly. But it is a post-dated cheque because neither census nor delimitation has been done. Unless both of them are done it can't be implemented. It will perhaps be implemented in 2029, who knows?"

Parliament special session: Implementation of Women's Reservation Bill should be in Rajya Sabha and the Legislative Assemblies too, says CPI MP P Santhosh

CPI MP P Santhosh Kumar says, "The Bill will be unanimously passed in the Rajya Sabha today. It was opposed by two MPs in Lok Sabha but everyone will support it in Rajya Sabha. But the thing is, every party has their own ideas. I would like to say that the implementation of this Bill should be in Rajya Sabha and the Legislative Assemblies too. The Bill says nothing about Puducherry but Delhi, there should be something about Puducherry as well. The biggest thing is when will the Bill come into effect. They (Centre) say 2029 but the Census was not carried out in 2021 and they didn't even show a willingness for the same later...Actually, they do not have the intentions of giving reservations to women, they are doing this in light of elections. But CPI has always been support of the reservation. So, CPI supports the Bill..."

It is delightful that it (the Women's Reservation Bill) has received unanimous support across political party lines, except for AIMIM. They speak of rights but when it comes to rights, they vote against it. It is delightful that everyone voted for it. It is a historic moment...I am not very happy that it will be implemented on a future date and not from the 2024 elections. But I'd say that 'Shree Ganesh' has happened.

Parliament Special Session Live Updates: Advocate Amendment Bill in Lok Sabha today

Law Minister Arjun Ram Meghwal is slated to present the Advocates Amendment Bill, 2023, for consideration in the Lok Sabha on Thursday, as confirmed by an official statement.

This proposed legislation, known as the Advocates Amendment Bill, 2023, aims to make amendments to the Advocates Act of 1961 and has previously received approval in the Rajya Sabha. One of its key objectives is the repeal of specific outdated provisions within the Legal Practitioners Act of 1879.

Additionally, the bill addresses the issue of 'Touting' and seeks to establish penalties for individuals engaged in such activities. Judges will be granted the authority to publish a list of individuals involved in 'Touting,' which involves individuals attempting to secure the services of legal practitioners in exchange for payment. Furthermore, the bill empowers the courts to prohibit individuals whose names appear on the 'Touting' list from entering their premises.

Parliament Special Session Live Updates: Prompt implementation

Some leaders expressed their strong desire for the prompt implementation of women's reservation and expressed disapproval of the stipulation indicating that the reservations would only become effective after the delimitation process following the initial census following the enactment of the proposed legislation. Addressing the bill, Mahua Moitra, a Member of Parliament from the Trinamool Congress, remarked, "The women's reservation relies on two entirely uncertain dates; can there be a more ambiguous situation? Considering 2024 may not be feasible, we might not even achieve it by 2029."

Parliament Special Session Live Updates: Sole dissenter

Asaduddin Owaisi, the AIMIM Chief, stood as the sole dissenter against the proposed bill. He argued that the legislation would primarily benefit "savarna women," potentially neglecting the interests of OBC and Muslim women, who are underrepresented in Parliament. It is worth noting that the AIMIM holds two seats in the Lok Sabha.
