IN A strong message to road diggers, the Pimpri-Chinchwad Municipal Corporation has filed a police complaint — the first one this season — against a private party that dug up a footpath in Morwadi area for laying a cable, despite a ban imposed on such activity during the four-month monsoon period.
“We have filed a police complaint against a private party for digging up the footpath and thereby flouting the norm,” Municipal Commissioner Shekar Singh told The Indian Express. The commissioner said that the ban on road digging was imposed from May 15 to October 15, the monsoon season.
“We had imposed a ban on any kind of digging of public roads and footpaths in these four months. Yet, we found that a footpath had been dug up for laying a cable,” he said. Officials said that during monsoon, water-logging and traffic jams are common, and dug up roads can lead to accidents, which is why the ban was imposed on digging.
PCMC administration filed a complaint upon finding that the footpath between Morwadi Chowk and Samrat Chowk had been dug up without requisite permission. “Police should act against the persons concerned as per norms,” states the police complaint filed by the civil works department.
The PCMC chief also said that he is holding discussions with Pimpri-Chinchwad regarding the IPC sections under which the violator should be booked.
“We are discussing which IPC sections we should apply to. We are expecting the police to file the FIR and take appropriate action,” said the PCMC chief.
Makrand Nikam, PCMC city engineer, said, “The dug up footpath in Morwadi area was noticed on June 7. We could not trace the private party or
individual who carried out the digging work. It was apparently done at night. We submitted a complaint to the police last week and urged them to file an FIR after investigation.”
The municipal commissioner said that during monsoons, work on only critical works such as water projects is allowed.
“Digging is allowed only for critical projects, with consideration of norms, has been allowed,” he said. Civic activists said digging of newly made roads by private individuals and companies is common across Pimpri-Chinchwad. “PCMC’s local offices have local employees. They are friendly with locals and therefore, they allow them to dig with impunity, and don’t report the mischief or take action,” said activist Jayant Kariya.
