Suspected Islamic State Fighters Planned to Strike Military Before Attacking Ugandan School, Officials Say

BWERA, Uganda—Suspected Islamic State-affiliated fighters who killed 41 people, most of them children, in western Uganda had initially planned to strike a military installation, but changed their mind in favor of a local boarding school, a military commander said Sunday.
