One of Kishan Reddy's allegations included bank-issued personal loans. harish rao responded that the Centre should be humiliated for claiming credit for loans given out by banks to private individuals. It's vital to note that the distribution of taxes is not included in the Consolidated Fund of India; rather, it is a constitutional authority of the States. Despite the Finance Commission's proposal that all States receive a 41 percent share of central taxes, they actually only receive about 30 percent because cesses and surcharges are included even though they do not add to the common tax pool. According to harish rao, Telangana's share of the tax distribution dropped from 2.893 percent in 2014–15 to 2.102 percent in 2021–22.

Furthermore, according to kishan reddy, tap water is now available in every home in telangana as a result of the Center's contribution of Rs. 1588.08 crores under Mission Bhagiratha. "The fact is that even for running Mission Bhagiratha, which has incurred expenses of Rs. 36,000 crores, the total sum granted by the Centre is insufficient. Can kishan reddy produce any proof to back up his false claims? Harish enquired.

"Kishan reddy also made an effort to draw attention to the unique treatment offered by the RBI under the Ways and Means facility. It is crucial to make clear that all States, including telangana, have access to this service, which helps states balance revenue and expenditure. Like every other state, telangana must pay an interest rate of about 6% on these advances. The RBI is not providing special treatment, as kishan reddy claims, he said.

The claim made by kishan reddy that telangana collected Rs. 34,737 crore in GST compensation cess between 2017–18 and 2022–23 was false. telangana, however, only received Rs. 8,927 crores in compensation, despite the state paying a total of Rs. 10,285 crores in GST cess during the first two years of its implementation, according to the Finance Minister.

"It is crucial to make clear that the compensation payments originate from the GST Compensation Fund and not the Consolidated Fund of India. As a result, the argument made by the Centre regarding GST compensation payments is false because telangana is entitled to receive them, he added.

A total of Rs. 2,250 crore was allotted under Section 94 (2) of the State Reorganisation Act for the five-year development of backward districts. Despite the Act's intention to encourage the development of underdeveloped areas, no funding were made available for the fiscal years 2019–20, 2020–21, and 2022–23. Even when a Central team visited telangana and expressed satisfaction with its development, a wrongful withholding of Rs. 1,350 crore for these three years took place. He indicated that kishan reddy needed to take care of this.

"Kishan reddy also made the attempt to claim that road and infrastructure cesses are where the money for national highways comes from. It should be noted, nevertheless, that Kishan Reddy's generosity did not contribute to the funding for Telangana's national highways; rather, it came from the specified road and infrastructure cesses. There is no additional burden on the Centre in this regard, according to harish rao, who also refuted Kishan Reddy's claim that the Centre paid $1.58 billion to buy food from Telangana.
