GURGAON: A Palam Vihar resident was arrested on Wednesday after an animal activist gave cops a video that purportedly shows the accused picking up two stray dogs, who are later seen falling off a balcony.
The incident allegedly took place on June 1.
Activist Anubhav Sharma (25) told cops that Hoshiyar Singh, who lived in Palam Vihar, beat up the two stray dogs and then threw them off his house balcony.
Sharma said he rescued the dogs, one of whom had a fractured jaw, and the other had broken legs apart from severe internal injuries. "The dogs luckily survived," he told TOI on Wednesday.
The complainant, founder of the Street Star Animal Foundation, said that two other stray dogs had been killed in the area last month. Sharma said he used to see Singh be friendly with the stray dogs in the area, but sometimes, the accused would abuse them too.
"I used to go out to feed dogs late at night and see him playing with them. He used to feed them chicken and rice too. On June 1, I found the two dogs lying near his house. I got them treated immediately. But I got worried because the incident was similar to the one last month, when two dogs had died. I checked CCTV footage from a friend's house and saw him taking these two dogs that were later thrown off," Sharma told TOI.

Sharma said the two dogs in last month's incident had similar fractures and injuries.
"I got their surgeries done, but they succumbed to the injuries. If the accused is not punished, he will kill more stray dogs in the area," Sharma said.
Cops said a case was registered under Section 11 (treating animals cruelly) of The Prevention of Cruelty to Animals Act, 1960, on Tuesday at the Bajghera police station.
The accused was arrested on Wednesday and will be produced in court for judicial custody.
"Based on the complaint and CCTV footage, we have filed the case and arrested the accused. Since CCTV footage did not ascertain whether he killed the dogs, we'll interrogate the accused and find out more details regarding the case," said head constable Anjmer Singh, the investigating officer.
If convicted, the maximum punishment for this charge is a nominal fine and/or imprisonment up to three months.
Previously, in March, three puppies were found dead on the balcony shed of a ground flood flat after allegedly falling off a balcony in Gaur City 1 at Greater Noida West.
