Follow redressal system then approach guv: Univ to colleges
Panaji: The Goa University has issued a circular to its departments and all affiliated colleges stating that stakeholders from institutes should follow the set grievance redressal mechanism and not directly approach the office of the chancellor of the Goa University.
“It has been brought to the notice of the university that stakeholders are directly approaching the office of the chancellor and governor of Goa with their representations and grievances without following the procedure laid down in the statute (for the purpose),” GU registrar V S Nadkarni said.
He said that deans of various schools on the Goa University campus and principals of affiliated colleges should raise awareness about the available grievance redressal mechanism among their staff and student community so that effective and speedy disposal of their grievances can take place.
The circular stated that university statute SA-35 provides an effective grievance redressal system. Stakeholders have been told that the statute states that students, staff and faculty of GU and affiliated colleges should approach the competent authorities with their grievances, as is mentioned in the act, statutes, ordinances, rules, and regulations of the varsity.
“It is only when the competent authority has not been able to redress the grievance that an appeal shall lie to the vice-chancellor against the decision. The vice-chancellor shall take appropriate action in keeping with the provisions of the act, statutes, ordinances, rules, and regulations of the university. An appeal against the decision of the vice-chancellor shall lie with the executive council,” the circular stated.

Those requesting redress for a grievance can approach the authority within two weeks of its occurrence, as stated in the registrar’s circular. An appeal before the vice-chancellor can be made against the decision of the competent authority within two weeks, and the executive council can be approached against the vice-chancellor’s decision within four weeks, the statute states.
The circular stated that only after this procedure is followed can stakeholders approach the chancellor directly.
“The grievance against the vice-chancellor and/or the executive council shall be referred to the chancellor directly for further action as per the provisions of the act,” the registrar told the deans of GU’s schools and principals of affiliated colleges.
