One-year deadline over but C&D waste recycling unit yet to start
Nagpur: Like any other project, Nagpur Municipal Corporation (NMC) has failed ensure that its appointed operator starts the project for collection, transportation and recycling of construction and demolition (C&D) waste, despite the deadline ending over two months ago.
For the last 42 months, the civic body has not lifted C&D waste, resulting in debris accumulating on major roads, vacant spaces and in residential localities.

Municipal commissioner Radhakrishnan B has issued guidelines for C&D waste management, in which fine on polluters was finalized. Also, the civic chief launched a helpline, and fixed charges for transportation and recycling to be paid by bulk waste generators to NMC operator M/s Hyderabad C&D Waste Pvt Ltd.
NMC data says around 200 metric tonne (MT) C&D waste is generated across the city daily. Earlier, the civic body used to lift this waste through garbage operator Kanak Resources Management Limited. Under new bye-laws and guidelines, the two garbage operators, BVG India and AG Enviro Infra Projects Private Ltd, were appointed on November 16, 2019, but they were restricted from lifting and transporting C&D waste for various reasons.

After an inordinate delay, NMC appointed M/s Hyderabad C&D Waste Pvt Ltd to collect and transport C&D waste to Bhandewadi dumping yard and recycle it on March 25, 2022. It was given deadline of one year to bring the recycling plant into operation. However, two months after the deadline ended, the operator is yet to start the recycling plant and collection and transportation of waste.
NMC has not taken any action against the operator for the delay yet.
The NMC guidelines say citizens, establishments and bulk waste generators can call on helpline (18001233595) and get C&D waste collected from their doorsteps. The operator will have to lift this waste from citizens free of cost. Operator can charge ₹344 per MT considering average lead of 10km linear road distance (as per Google maps) from all corners (collection point) of the city from bulk waste generators. The charges will rise by 5% on April 1 in the new financial year.
Bulk generator means anyone producing C&D waste of 20 MT per day or more, whether it is private or government agency.
The operator can accept waste at its recycling plant from any town or village situated in 25km radius from the city. The operator can recover recycling charges of ₹234 per MT for this, which will also increase by 5% every fiscal.
To ensure all hand over waste to the operator, NMC’s nuisance detection squad (NDS) will levy fine of ₹5,500 if it finds anyone dumping waste in public places. Fine will increase by Rs500 per fiscal.
NMC has given all rights of selling recycled waste to the operator. All government agencies have been directed to incorporate a condition in all their contracts for procurement of recyclable waste from the operator for their works. In case of no stock or shortage, these agencies will have to obtain non-availability certificate from the operator to procure the waste from open market.
