Panaji: In a major move, the state government has set the ball rolling to conduct direct recruitments for the posts of deputy superintendent of police (DySP) after more than two and a half decades. There are nearly 38 DySP posts lying vacant for direct requirements.
A senior officer said that the state government has sent a proposal to the Goa Public Service Commission (GPSC) for direct recruitment and also for regular promotions to the DySP post.
The new proposal comes after the commission turned down the state’s request to extend the “officiating promotions” of 25 DySPs by a year and directed the government to fill the posts through regular promotions and direct recruitment.
The sanctioned strength for the DySP post is 65, including two for ex-cadres. Of these, 44 are for Goa police and 21 for the Indian Reserve Battalion.
These include 27 posts for promotions and 38 posts for direct recruitment.
The officer said that there will be only 16 DySP vacancies available for officiating DySPs as six posts are reserved, three are filled through regular recruitment, and two senior PIs are above the 25 officiating DySPs for promotions.
In 1997, the state government had decided to fill 80% DySP posts through promotion, and the remaining through direct recruitment. At present, all direct recruitment posts are vacant, while all the promotional posts have been filled.
In April 2021, the high court of Bombay at Goa had admitted a petition filed by police inspectors challenging the filling up of DySP posts solely through promotion. The court had said that the filling up of the posts through direct appointment shall be subject to its final orders in the petitions.
The 25 police officers were given “officiating promotions” to the post of DySP on January 1, 2022. For gazetted officers in the Goa government, such promotions are only valid for one year, after which they require the concurrence of GPSC to continue to occupy their positions
The 25 DySPs’ term ended on December 31, 2022, and the government moved a file to GPSC for its consent to extend their term by another year.
