Panaji: The state cabinet approved the pattern of assistance to release non-salary grants, or maintenance grants, to non-government aided primary schools imparting education in the Konkani and Marathi medium.
The grants are aimed at encouraging such schools to impart primary education in the child’s regional language or mother tongue — Konkani/Marathi. They are also expected to provide aided managements of Konkani and Marathi medium schools to develop or improve upon the requisite infrastructure.
Non-salary grants will be released in two instalments: The first instalment in August each year and the second in January each year, provided that audited statements are received by September 30.
The scheme to provide a special grant of Rs 400 per student, per month to aided primary Konkani and Marathi primary schools was notified on August 18, 2016 and subsequently implemented.
Later, the government had administratively approved the stoppage of the scheme and had resolved to bring the schools under the pattern of assistance as applicable under the Education Act and Rules.
A senior officer said non-salary grants will be 10% of salary as reflected in receipt and payment account, or actual expenditure incurred on admissible items, whichever is lesser.
Payment of non-salary grants will be on reimbursable basis based on expenditure incurred during the previous year as reflected in the audited statement of accounts.
A detailed list of admissible items on which expenditure is incurred by non-government aided primary schools will be compulsory for the disbursal of non-salary grants.
