WASHINGTON—Congress headed into a pivotal week that will test whether President Biden and House Speaker Kevin McCarthy (R., Calif.) can win enough support from their respective parties for a deal to raise the $31.4 trillion debt ceiling before June 5, when the government is projected to exhaust its ability to meet all of its financial obligations.
