Regarding Tunku Varadarajan’s “Montana Kids Claim a Right Not to Worry About the Weather” (Cross Country, May 20): A difficulty with express constitutional provisions such as Montana’s establishing the right to a “clean and healthful environment” in connection with, say, global warming is they are applied by people without any particular skill or training to do so.
