Chicago Mayor Lori Lightfoot on Tuesday declared a state of emergency after Texas Gov. Greg Abbott resumed busing migrants to Chicago and other sanctuary cities ahead of the expiration later this week of a major pandemic-related restriction on immigration.

Busloads of migrants, mostly from Texas, began arriving in cities hundreds of miles from the border last year, and officials have been scrambling to provide housing and services for the new arrivals in Chicago, New York and Washington, D.C.
