Nagpur: The Nagpur Rural RTO has rejected learner’s licence (LL) applications of 339 candidates after it come to fore that dummy candidates appeared on their behalf in the online
test.
“We have formed a special team to check the IP addresses of such candidates to bust the racket involved in allowing dummy candidates to appear for the learner licence test,” said officiating RTO (Nagpur Rural) Vijay Chavhan. All driving schools and cyber cafes will be on our radar, said Chavhan.
Initially, many dummy candidates appeared on behalf of LL applicants on the portal of parivahan.gov.in. Even TOI had reported similar scams in Nagpur and other cities, including Chandrapur, Gondia and Aurangabad.
However, the new portal of Parivahan, after reforms, captures movements in front of the webcam. The new LL tests have been linked to Aadhaar cards, which detects faces and helps in verification of applicants. In case of suspicious movements, the results of the learner’s licence applicants test paper are automatically sent to pending mode.
The RTO receives an alert of pending LLs, Chavhan explained. “During verification of the tests of 339 applicants, the RTO team come to know that the webcams in front of their computer detected several irregularities, like one or more people, moving objects, unmoving eyes etc,” said Chavhan.
These 339 applicants had appeared for the LL tests between January 2023 and April 2023. In January, the Rural RTO had rejected LL tests of 173 applicants, followed by 99 in February, 37 in March and 30 in April. “In most of the rejected LL tests, we found the major violation is movement behind the applicant,” the RTO said.
“Now, the RTO will try to track down IP addresses of these rejected LL applicants, and see if driving schools or any internet café is involved. We can initiate action like blacklisting these IP addresses,” said Chavhan. Besides, we will also file police complaints, he said.
