In a significant development, the Directorate of Transport has announced the implementation of Electronic Enforcement under section 136-A of the Motor Vehicles Act 1988 at selected locations in the state from the midnight of May 22.
The system will be used to detect and penalise traffic offences recorded on the Intelligent Traffic Management System (ITMS) cameras installed under smart city project in and
around Panaji.
The offences includes over-speeding, parking at unauthorised location, carrying excess pillion riders, jumping red light, non-wearing of helmet and seatbelt, using phone while driving, overtaking, reckless driving, fancy number plates, carrying goods beyond carrying capacity of vehicle, goods carriage carrying passengers
The department has identified 13 locations where the system will be implemented, including Divja Circle, Custom House Junction, and Panaji Ferry Wharf Junction, as well as Kala Academy Junction in Panaji, Malim Junction, Hero Honda Junction, and ACDIL School Junction (Delfino’s Junction) on the road leading to Mapusa near Teen Building, and O’Coqueiro Junction at Porvorim.
Additionally, the system will be implemented on the Miramar-Taleigao Road, from Science Centre to St. Michael School, and from St. Michael School to the Miramar-Taleigao Road. It will also be implemented on the Goa University – Dona Paula Road and from the Dona Paula Road to the Goa University Road and at Merces Junction. The department has urged all road users to follow traffic rules and regulations and cooperate with the authorities in ensuring road safety for all.
The system-generated e-challan will be sent via SMS to the registered mobile number of the vehicle owner by the Department of Transport or Police. This means that vehicle owners will receive notifications about any traffic violations recorded on the ITMS system and can pay the necessary fines through a convenient and hassle-free process.
The implementation of the system at the identified locations is expected to result in a reduction in traffic violations and ensure safer roads for all. The Directorate of Transport has also stated that the date of implementation of the system at other locations that are currently under implementation will be notified separately.
In recent months, Goa has witnessed a rise in the number of accidents on its roads, many of which are caused by speeding, drunk driving, and other forms of negligent behavior. The implementation of electronic enforcement is expected to deter such behavior and promote safer
driving practices.
