GUWAHATI: Assam chief minister Himanta Biswa Sarma addressed the valedictory programme of the 14th round of Phase-V training of the mandatory Mid-Career Training Programme for IAS officers at Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie where he spoke on the concept of making every district the fulcrum of administration.
"Prime Minister Narendra Modi asked us in the last chief secretaries' conference if can we make districts the fulcrum of administration. For long the state has been the fulcrum," Sarma said. He added that the state government has already started processing this new concept and expects to finalise the working model in the next few days.
"We have started something new in Assam. We have listed out all the functions of deputy commissioners and then we have decided to stop all his functions in next six months. I think the nation has already lost lot of good resources because we have IAS officers busy with work which could have been easily by any circle officer," Sarma said.
"From now on, a deputy commissioner will function as the chief secretary of his district. He will be responsible for revenue, social sectors, infrastructure development and every line department. A DC will ensure that his district is the best and he has to compete with other districts in every sector."
