WASHINGTON—The Biden administration is preparing new rules to make nearly all migrants who illegally cross the border into the U.S. rapidly deportable to Mexico or their home countries and open new migrant-processing centers to create some legal pathways for asylum seekers.
The steps will form the centerpiece of the administration’s effort to deter a surge of migration at the southern border when the pandemic-era policy known as Title 42 expires on May 11. Those rules, introduced in 2020 by former President Donald Trump and expanded by President Biden, allowed migrants to be rapidly expelled to Mexico even if they asked for asylum in the U.S.
