SOUTH LAKE TAHOE, Calif.—Charlene Crandall’s mobile home has taken a beating from all the snow this year: broken window, leaks in three rooms, a bent carport.

She said she prevented even more damage by climbing atop the roof after every big snowfall and spending hours shoveling.
