Chill Settles In at a Europe-Russia Border Crossing

At Norway’s Arctic frontier, relations with Moscow go on despite Oslo’s support for Ukraine

STORSKOG, Norway—On a recent chilly afternoon, a trickle of cars bearing Russian license plates lined up at this understated Arctic border crossing with Russia.

Many carried middle-aged Russians coming to shop in Kirkenes, the nearest town, to stock up on essentials such as diapers, chocolate, ice cream and coffee, before returning home.
