Panaji: Following a vigorous demand by the people, the Goa Staff Selection Commission (GSSC) will start functioning from Patto, Panaji.
A senior officer said that the commission will start recruitment of candidates for group ‘C’ posts in all departments soon.
The regulations for the commission are under the exemption of the law department and would be notified within a fortnight.
A senior officer said that the required staff for the commission have been appointed on deputation. Around 15 staff have been recruited for its functioning.
The regulations will include among other things how to conduct recruitment tests, who should set up the examination papers, who will be the examiners, and how the allotment of selected candidates will be done.
The Goa Staff Selection Commission Act, 2019, came into force on September 18, 2019. At present, the 3-member commission is headed by the finance secretary V Candavelou.
“There should be clarity on the merit list once it is out,” the official said.
“If three departments ask the commission to recruit lower division clerks (LDCs), there should be clear regulations as to how to allot the clerks to these departments once the list is out. If the top rankers are allotted to one department, it would cause injustice to other departments. We are finalising regulations governing such cases.”
“Goan youth only want clerical and multi-tasking staff jobs. They take their job applications and refer it to some person in their know seeking a job. Those days are gone now,” chief minister Pramod Sawant said.
“Every job will come under the scrutiny of the commission. Experience in the private sector is going to be a must for all government jobs,” he said.
Sawant had said that students need to start preparing for competitive exams for central government jobs and the Goa Public Service Commission (GPSC) exams to join the Goa administrative services.
Leader of opposition Yuri Alemao had said that despite the assurance given by the chief minister in November 2022 that all government recruitments would be done through the Staff Selection Commission from January 2023, there was no mention about the recruitment process at the recently held cabinet meeting.
