New Haryana board rule: Can’t switch schools for class 10 & 12 admission
Last year, results of 6,000 students were withheld due to discrepancies
GURGAON: From this academic session, a student cannot switch and directly take admission in classes 10 or 12 of another school, the Board of School Education Haryana (BSEH) has decided, in an order for all government and private schools affiliated with it.
But the board will consider special cases. For instance, if a student needs admission to another school because the family has shifted cities, valid documents will need to be presented. If the change is within the same district due to academic reasons, then the student and the guardian will need to explain it to the board, which will carry out a background check and accordingly give approval.
This move, board officials said on Monday, is to replicate the CBSE model that follows similar rules.
“This year onward we are doing away with the practice of students seeking direct admissions in classes 10 and 12. Along the lines of CBSE, these admissions will be exceptional and approved only if the board is satisfied with the reasons submitted by the candidate. Schools will have to submit all their admission details right at the beginning of the session and the board has to be in the loop at every step without any exception,” BSEH chairman Ved Prakash Yadav told TOI.
Besides aligning its admission guidelines along the lines of CBSE and treating classes 9 & 10 and 11 &12 as integrated courses as per the NEP-2020 recommendations, the board has taken the decision due to the anomalies found in the school leaving certificates and certificates produced during registration for board exams.
BSEH officials told TOI that every year it encounters thousands of cases where students either produce fake School Leaving Certificates (SLC) or do not produce them at all.
“It has been a perennial issue and comes to light at the eleventh hour. We have taken many steps and imposed fines of Rs 1 lakh per school that were found guilty. But still, the practice continues. Many students take admissions in board classes using fraudulent means.
The board has noted that last year, the results of 6,000 students from 142 schools across the state had to be withheld due to the discrepancies detected in the documents of these students.
According to the board, when the School Living Certificate (SLC) of the students was examined, 867 fake cases were caught. There were 2,582 students who did not even upload their SLC. Also, 39 students from Class 12 and 477 students from Class 10 were found guilty of fake certificates.
The schools, however, have not taken the board’s orders very kindly and have threatened to oppose the move ‘with full might’.
“This is an infringement of the right of a student to seek education in a school of his/her choice. We will not allow such a directive to be implemented on the ground. We will be meeting the board chairman on Wednesday and submitting our representation,” said Ram Avtar, president of the private schools’ welfare association.
