Ranchi: The residents of Ranchi city have paid crores in fines to the Ranchi Municipal Corporation over the past five years due to several reasons. In the last fiscal 2022-23, till October, residents and vendors paid a fine of more than Rs 28 lakh.
Fines were collected for reasons when construction materials were found dumped on the road, or when vendors failed to keep trash cans outside their shops, or if encroachment and road permit violations occured, or if illegal banners or posters were displayed, when parking rules were flouted, banned plastic bags were used, and if illegal banquet halls were operated.
From 2017 to 2022, the corporation collected about Rs 3 crore in penalties. In 2017-2018, it collected Rs 36 lakh fine, in 2018-2019 Rs 66 lakh, Rs 68 lakh in 2019-2020, Rs 37 lakh in 2020-2021 and a maximum of Rs 50 lakh in 2021-2022. In 2022-23, about Rs 28 lakh fine was collected from April to October.
An RMC official said, “The corporation runs a continuous campaign against those who violate rules. After paying the fine, vendors still continue to operate in non-vending zone. On behalf of the corporation, investigation campaigns and the removal of encroachments are conducted continuously in the city. The aim is to reduce traffic congestion at the city's main intersections. During this, handcarts, kiosks and sidewalk vendors are removed."
To reduce traffic jams, the corporation and the town vending committee have selected the sites and are in the process of sifting through the vendors. In addition, all roadside vendors have been instructed to carry trash cans and maintain a spotless vecinity. If any vendor is discovered not maintaining cleanliness, he will be fined," the official added.
Additional municipal commissioner, Kunwar Singh Pahan, said, "The fines are collected to serve as a deterrent against rule violations, and rule violations are not committed. However, prior to imposing the fine, the RMC enforcement team notifies the vendors and locals and warns them earlier.”
