A minor boy was detained by the police for allegedly raping a 16-year-old girl at knife-point inside an under-construction building in Ashok Vihar area of northwest Delhi on Tuesday, police said today.

According to the police, the 16-year-old victim and her 18-year-old elder sister, were held by the boy at knife-point in an under-construction building where the girls’ parents worked as labourers.

A senior police officer said the victim lives with her parents and older sister in a makeshift accommodation inside the under-construction building and boy had allegedly broken in to the premises with an intention to rob the girl’s family of their valuables.

Giving details, the officer said the victim and her 18-year-old sister were home alone as their parents had gone to collect their wages, and taking advantage of the situation, the accused threatened the sisters with a knife and then took the younger sister at knife-point to a secluded spot in the building where he allegedly raped her.

He said that the girl’s parents filed a complaint, based on which a case under relevant sections of the Indian Penal Code (IPC), was registered and the minor boy was detained.

The officer further said that it is being investigated if the under construction-building was a school, adding that further probe is underway and more details will follow.

In a related incident, in March, a 54-year-old man who worked as a peon at an MCD school in Delhi’s Gazipur, was arrested after Class 5 girl student was allegedly gang-raped by the peon and three of his accomplices inside the premises.

Congress leader KC Venugopal has claimed that his mobile number was illegally cloned by hackers and used for making fraudulent calls for ulterior motives.

The AICC general secretary in a tweet said that his office has filed a complaint in this regard with Kerala Police chief Anil Kant.

Sharing a copy of the complaint on his official Twitter handle, Venugopal wrote on Wednesday, that since Tuesday, hackers have impersonated his phone number and used it make spam calls by using caller ID spoofing.

The Congress veteran urged his contacts to report any suspicious calls and avoid responding to the spoof calls by hackers if possible, adding that his office has filed a complaint with the Kerala Police and swift action is expected.

The complaint filed by KC Venugopal’s secretary K Sarat Chandran has listed instances of two persons receiving such alleged illegal phone calls from the Congress leader’s cloned mobile number.

Chandran in the complaint stated that a man identified as Yogesh Babu purportedly received a call from Venugopal’s number asking him to furnish certain documents to sabotage the selection process of candidates. In another instance, money transfer was allegedly requested from ‘ManMohan’ again for the selection of candidates.

Both calls were not made by the Congress veteran, according to his secretary.

Further, the complaint claimed that unidentified people impersonating KC Venugopal or persons from his staff, had been illegally and fraudulently calling certain individuals from cloned SIM cards for “ulterior motives and for the purpose of sabotaging the selection processes of candidates and/or duping individuals of their money.”

The complaint by Venugopal’s secretary stated that such cybercrime necessitates appropriate legal proceedings, including criminal investigation under the prevailing laws against the unidentified hackers so they aren’t able to cause any harm to any innocent people.

A senior police official said a case has been registered in this regard and is being investigated.
