Porvorim: Documents offered through the Goa Online portal, which were free for the past three years, will now cost Rs 20 per document, chief minister Pramod Sawant said on Friday.
“We are offering services that people can avail of at home,” Sawant said. “We did not charge for the past two to three years.” He also said that an action plan has been created to set up village-level entrepreneurs to operate citizen service centres in all villages.
Sawant, who made the announcement during a House discussion on the poor quality of online and offline government services, further said that the state is ready to impose fines on those government employees who delay files. “They are public servants and have to work for the people,” he said. “We will bring in an amendment. I will also check if there is a staff shortage.I will ensure that staff members are appointed if necessary.”
The opposition demanded complete implementation of the Goa (Right of Citizens to Time-Bound Delivery of Public Services) Act, and an effective grievance redressal mechanism. “Under the act, about 500 services under 49 government departments have been notified,” Sawant replied. “The penalty is Rs 50 per day for delays with an upper limit of Rs 2,500.”
AAP MLA Venzy Viegas said that it often takes a week or a month to obtain basic services from government departments.
Sawant said that the situation will improve once all 472 citizen service centres are made operational.
