California decides the world needs a state-run pharmaceutical firm.

California is staring at a $30 billion budget deficit. It’s struggling to provide reliable power. Highways and neighborhoods are flooding from winter storms. But save those problems for another day. Gov. Gavin Newsom this month laid out his plan for the state to get into the pharmaceutical business.

Mr. Newsom announced his ambition for the state to manufacture its own insulin three years ago, though it’s only now coming into focus as insulin manufacturers slash their prices. According to the Governor, the state has signed a $50 million contract with nonprofit generic manufacturer Civica Rx to produce insulin with the goal of selling a 10-milliliter vial for $30.
