The truth is it's a way of basically saying nothing and staying on the fence. And you would do that because Xi Jinping is not a man who wants to be seen to fail. And although he has a great deal of sway in Moscow he does not have any carrot or stick that would cut that Gordian knot that has defied every single peacemaker from the outside who's come to this over the past 14 months, which is that neither the Russians nor the Ukrainians can live with the kind of concessions that the other side would expect.
